My Journey in the Sector

For more than three decades, my professional life has been immersed in the Ontario electricity industry. After five formative years in private-sector accounting, I stepped into a sector that would become both my career and my calling.

Over the past 35 years, I’ve held progressively senior roles across local distribution companies: Hamilton Hydro, Horizon Utilities, Hydro One Brampton, and Milton Hydro; and at the Ontario Energy Board (OEB), where I served as Manager of Incentive Rate Setting and Regulatory Accounting.

Those years gave me a rare perspective: the chance to view the industry from both sides of the regulatory table. At the OEB, I was accountable for regulatory accounting rules, the oversight of rate applications, and the development of key guidance, most notably the Commodity Pass-Through Accounts and GA Analysis Workform. During my tenure at Hydro One Brampton, I also contributed to the OEB working group that developed the Reporting and Record Keeping (RRR) 2.5.6 Regulatory Return on Investment guidance; a framework still relied upon by distributors today.

At distributors, I led the preparation and defence of multiple cost of service rate applications; preparing evidence, responding to interrogatories, drafting submissions, guiding settlements, and defending evidence at oral hearings. That combination of regulatory and utility-side experience shaped how I view regulatory affairs: firmly anchored in accounting and financial discipline, always mindful that regulations are not abstract policy, but have real implications for efficiency, effectiveness, and ultimately for ratepayers and shareholders.

The Gap I Saw; and the Solution I Built

What became clear to me is that regulatory compliance is too often treated as a box-ticking exercise. Distributors face increasingly complex accounting requirements and strategic challenges, but the real value of compliance lies beyond simply “meeting requirements.”

I founded RegulaSync Solutions to fill that gap: To offer solution-oriented, synchronized support that makes compliance a strategic asset. By aligning regulatory requirements, accounting discipline, and corporate strategy, RegulaSync Solutions helps distributors strengthen decision-making, anticipate regulatory change, and turn complexity into clarity.
